The Hyderabad high court on Thursday permitted the Telangana government to go ahead with the controversial household survey on the assurance of the state's advocate general that the exercise was not mandatory and denizens could choose not to answer the queries of enumerators.
But this too has done little to address concerns. "We shut our newspaper for only four days a year, but we may be compelled to shut our edition for the survey. Public transport will not run as the government has issued an order to this effect and autos unions have also declared that they will not run. How will our staff reach office?" the director of a newspaper group told TOI.

The government has declared holidays under the Shops and Establishment Act. Residents of Hyderabad who originally came from Andhra areas are scared. "This is to profile us and use the information against us at a later stage. After all this government came into being stoking the Telangana sentiment," said Ramesh Rao (name changed), a doctor.
The intensive household survey, to be completed in one day across Telangana, is ostensibly to identify genuine beneficiaries of government welfare measures. The surveyors will seek to see bank account details and the Aadhar card.
Back of envelope calculations show that as per existing records, enumerators will have to survey a staggering 70 -90 families on a single day and ask them questions that include property tax, gas connection and other details including their religion ,caste and social category. Incidentally, questions like caste details are not even included in the Census survey. Those surveyed will be told that if they furnish wrong information they will be liable to legal action.

The official claim that the purpose is not to draw up a Telangana registry has few takers. "As a middle class income taxpayer I do not have a white ration card. I do not get any government largesse. So why are they trying to survey me and ask me for my personal details," asks Sudha Rani, a corporate executive.
