AAP-Congress tie-up undemocratic: Prashant Bhushan

BANGALORE: Aam Aadmi Pary (AAP) leader Prashant Bhushan on Sunday said his party had no choice but to form a government in Delhi with the Congress's support.

The Supreme Court advocate, however, termed the tie-up undemocratic. He said the BJP, despite wining the highest number of seats, will be left out of the government, "which is not democratic".

Speaking at a conference on electoral reforms, Bhushan defended AAP's agreement with the Congress, claiming his party is acting on the people's will. "We had a referendum in Delhi and 70% of the people wanted us to form the government. In this situation, which has been created by the existing system, we needed support from another party. The Congress has agreed to support us from outside," he said.

He said AAP was conscious of the fact that the Congress support might not last long. "We know they want to prove that we cannot run a state, they will be waiting to show us in a bad light, and their support might be withdrawn. But at this juncture, we will form the government," he said.

Bhushan said a proportional representation (PR) system would eliminate scenarios like the one in Delhi, since it does away with a need for a majority to form the government. "Last elections, the Congress garnered only 12% of the votes in the country, but they have been, with the help of small parties, ruling the country. In a PR system, such undemocratic practices will end and a truly diverse representation will been seen in the parliament," he said.

Former Chief Justice of India M N Venkatachaliah, who set the tone for the conference, criticized dynasty politics in India and argued there needs to be a systemic change in the country, directing people towards transparency and efficiency.

Karnataka Legislative Council chairperson D H Shankaramurthy argued in favour of state funding for elections, which will help in doing away with money power.

How AAP escaped ideology trap

AAP clicked in Delhi because the party was conscious about not picking up any particular ideology, Prashant Bhushan said on Sunday. "We should know that the more positions we take based on ideologies, the smaller our support base will become. But if you take up issues that are popular (affecting a majority), like corruption or institution reforms, the support will be bigger," he said. He said the party went to the elections with an advantage of being an anti-corruption movement, which had seen great support.
